Friendly Fire only has effect if set to False

How to Replicate:

1. Set "Friendly Fire" to On
2. Add a friend
3. Try to hit it, the hit will work
4. Set "Friendly Fire" to Off
5. You can't hit your friend

It is Inverted. Friendly Fire active means no PVP, right?
