All recipe book tabs are available from the start if screen animations are turned off

Steps to Reproduce:

1. With screen animations turned on, create a world with the Recipe Unlocking experiment enabled;
2. Open your inventory/crafting table and observe:
   Only the items tab is available, which is where the crafting table is located.
3. Get a few recipes to fill the other tabs;
4. Open the inventory/crafting table again:
   The remaining tabs show up as you get recipes for them.
5. Repeat the process in a new world, but with screen animations turned off.

Observed Results:
All tabs are available from the very beginning, regardless of them being empty.

Expected Results:
The tabs only show up when you unlock recipes that would go in them.
