Bonemeal not working underwater

As of the most recent update, bonemeal no longer works underwater to grow sea grass or corals. To reproduce, find or create an pool of water at least 2 blocks deep with sand, gravel, clay, or dirt at the bottom. Use the bonemeal on the blocks. Expected result: growth of sea grass or coral. Observed result: no effect.
