City Texture Pack has lighting error with Water when using RTX

Everytime I mix the city texture pack with the Lumen & Better RTX, the water always loads incorrectly. The pack itself needs to be fixed, because it tends to go corrupted every once in a while. However, if we can get the pack updated to allow rtx, and fix the corrupted duplication of itself that would be great thanks.
