Repeater block dont work

repetear block dont work, 

when i put repeater to block signal to other dont cut it.

Circuit: two repeater perpendicular each one with line of redstone and lever and one lamp

for this repeater 1 is principal and repeater 2 is for "blocking" signal

if i turn on firts repeater 2 then repeater 1 it work repeater 1 change image and circuit was block, if i turn off repeater 2, principal line is not block anymore (work) BUT if i turn on again repeater 2 circuit dont cut signal but image for repeater 1 change but it is no blocking and repeater 2 fill with energy circuit regadless repeater 1
