Boat cannot push Minecart

Boat cannot push Minecart.

Expected Results :
Boat can push Minecart.

Reproduce Issue :
1.Ride on a boat/raft.
2.Make sure to place minecart on a rail first.
3.Then move your boat/raft towards the minecart.
