Entering /recipe command doesn't show suggestions

Steps to Reproduce:

1. Enable the Unlocking Recipes experiment;
2. Enable cheats;
3. Type in {{/recipe @s give }}

Observed Results:
Nothing shows up in the command helper screen.

Expected Results:
Valid entries get suggested.

Notes: Some recipe names are different from the items they result in, which can be confusing. The "minecraft:" namespace is also a requirement.
