/recipe doesn't send a chat output when correct syntax is entered

Steps to Reproduce:

1. Turn on the Recipe Unlocking experiment;
2. Turn on cheats;
3. Use the command /recipe @s take minecraft:planks

Observed Results:
No message ever shows up in chat, regardless of whether the command succeeded or not.

Expected Results:
The game tells the player when the command succeeds and when it fails.

Notes: This also occurs with the give argument, but it's not as much of an issue because a recipe toast shows up on screen.
