Swimming mechanics have been altered to where you have to look up at the sky to take a breath

1.20.10.20 Swimming now forces the user to look towards the sky or break his swim form or lose air bubbles.

Steps to Reproduce:

1. In Survival mode, go underwater
2. Swim to the surface and stick your head out of the water

Observed Results:
The player continues to lose air bubbles.

Expected Results:
The player shouldn't lose air bubbles.
