Cobweb doesn't break when placed in a water source block

Issue : Cobweb doesn't destroy by water.
Expected Results : Cobweb should destroy by water.

Reproduce Issue :
1.Place a cobweb.
2.Pour the water at the cobweb.

Results : Cobweb doesn't destroy by water.
