Iron golems

I think this is a bug but no iron golem will spawn in my village and I have a total of 7 villagers in my village so I don't know what the problem is or dose there need to be more then 7 villagers. NOTE: I'm playing on peaceful mode and even before I played  on peaceful mode and iron golems spawned in the village.
