Wither does not shoot blue skulls when idle

DEVICE: Samsung Galaxy Tab A

When the Wither is idle, it is supposed to shoot a blue skull in a random direction once every 3-4 seconds. This does not occur in PE.

STEPS TO REPRODUCE:
1. Go to creative mode and spawn a Wither.
2. Watch and notice that it does not shoot blue skulls randomly as it is supposed to.
