Riptide won't upgrade to level 3

Tried combining two riptide books, one riptide 2 and the other riptide 1 to make riptide 3. As you can see from the photos it says riptide 2 when it shouldn't. I tried combining them anyways to see if I'd get the correct upgrade, sadly I received riptide 2.
