Import structure block

I don't know if it's a bug or not, but I need how to fix this problem. I play in a Realm from PS4 with command blocks activated. I tried to enter in it with my other account from pc, and I wanted to import an image with the structure block (I had already set this account as an operator from my first ps4 account), but I can't. Then I tried to do it in one of my worlds and it works correctly.
