Guardians don't spawn anymore

When I went to my guardian xp farm the guardians no longer spawned, even though i was on hard difficulty. I checked on 2 different ocean monuments and they don't spawn there either.

UPDATE: I checked on a different new world, the elder guardians spawned normally, but the monument only had 3 guardians, which i think is far below the normal spawn rate
