Replacing the slot.armor.chest with a banner doesn't work

Steps to Reproduce:

1. Create a new world in creative
2. /replaceitem entity @e[type=player] slot.armor.chest 0 banner 1

Observed Result:

No banner is placed

Expected Result:

A black banner should be placed in the slot
