No control hints shown when pointing at blocks that are at build limits.

I don't know why there is no control hints shown when pointing at blocks that are at build limits.

Steps to Reproduce:

1. Go to build limits (Y = -64 or Y = 384) and tap the blocks
2. Check for the control hints

Observed Results:
No control hints are shown

Expected Results:
Control hints appear the same as for other Y levels
