Won't open application

I've uninstalled and reinstalled multiple times. I've rebuilt my database, I've restored PlayStation licences. I'm really hoping not to have to re-initialize. 

I was in the middle of the game with my friend when my game crashed. hard crash. We were in a boat and we were sailing and the world was loading. I got an error message saying the game was corrupted and I needed to delete and reinstall which I did. After the install I tried opening the app and every time I opened the app I got the error code  CE-41839-5 cannot start application... I googled for help, did all the advice given. But to no avail.
