Cannot place blocks pointing from interactive blocks with Joystick & aim-crosshair control, while in underwater touching a surface and pressing the down button.

Steps to reproduce:

1) Use control, Joystick & aim-crosshair.
2) Go to underwater.
3) Place a hopper.
4) Press the down arrow while touching a surface and try to place a second hopper such that the second hopper is going towards the first hopper.

Observed results:

The second hopper going towards the first hopper cannot be placed but it opens the first hopper.

Expected results:

The second hopper going towards the first hopper should be placed without opening the first hopper.
