Cannot overscroll GUIs using touchpad

I am unable to overscroll, or see overscroll effects using inertial scrolling, using my precision touchpad in menus like the Edit World GUI, or the Settings. 

As an Xbox Game Studios title and company, I expect Minecraft to follow Microsoft's own platform's conventions.
