Blocks aren't insta-mineable in creative

Breaking blocks in creative are no longer insta-mineable making it look like it's survival but it's not

Steps to Reproduce:

1. Go to Settings > Touch and enable "Delayed Block Breaking (Creative Only)"
2. Enter a world in Creative mode
3. Place down a line of blocks
4. Tap and hold on the screen to break the blocks

Observed Results:
Every block you break has a delay before breaking.

Expected Results:
The first block you break should have a delay before breaking, but the rest should not. This was the behavior in 1.19.73.
