Redstone does not travel on slabs properly

When putting redstone on slabs and activating it the signal can travel up the slabs but not down them.

Expected result: Redstone signal travels both up and down alternating slabs.

Observed result: Redstone signal can only travel up alternating slabs and no redstone below the power source will be activated.
