Burning sniffers can't properly pathfind into water

As of same issue in MC-261900

Burning sniffer cannot pathfinding into water.

When burning sniffers pathfind to water in an attempt to extinguish themselves, they often stand above the water without actually entering it.

Steps to Reproduce:

1. Construct a pool of water.
2. Create fence cage line
3. Create netherrack burner to starting line
4. Summon a sniffer adjacent to the pool and ignite it.
5. Watch closely as the sniffer pathfinds to the water.

Observed Behavior:

Sniffers cannot properly pathfind into water while burning.

Expected Behavior:

Sniffers would be able to properly pathfind into water while burning.
