Summoning a goat with the born_screamer tag doesn't work

1. Create a new creative world with cheats enabled
2. Type this command into the chat /summon goat ~ ~ ~ ~ ~ minecraft:born_screamer
3. Grab a bucket
4. Milk the goat
Observed Results:
The goat makes a normal milk sound, and it is not a screamer goat
Expected Results:
The goat should make a screaming milk sound and it should be a screaming goat
