Entities continue to freeze even without powder snow if there is a powder snow block near the west & north side

Summary:

If an entity starts to freeze and comes out of powder snow, but there is powder snow near the west & north side, it will continue to freeze despite not standing in powder snow.

Steps to reproduce:

1. Make a hole 1x1 block.
2. Place powder snow on the west & north side (you can also in the corner between these sides).
3. Stand in a 1x1 block hole right next to the west & north side.
4. Place and break a block of powder snow underneath you.

Observed results:
You are not standing in powder snow, but you continue to freeze.

Expected results:
Entities will only freeze in powder snow.
