Goats don't drop their horns when they ram into a naturally generated block

Steps To Reproduce:
1. Summon some goats with the born_screamer spawn event from a command block in a new world
2. Place a boat and spawn 2 chickens
3. Place blocks of emerald ore around them
Observed Result:
The goat doesn't drop one of their horns when they ram into a block tagged with blocks_snaps_goat_horn and they still have 2 horns
Expected Result:
The goats should drop one of their horns when they ram into a block tagged with blocks_snaps_goat_horn
