RTX On Running Much slower than Expected, Fixes Others Had success with didn't work

So I'm getting about 30-45fps When running rtx packs/Maps on my 3070ti laptop gpu. I know its underperforming Because I checked online and saw People with Much higher framerates (about 100-120fps) When they had A 3070 laptop. I saw other bug reports with the same issue, and they said turning off Vsync worked for them. Didn't work for me. If it's a bug pls tell me because I Really hope it's not a hardware problem. Gpu usage was at 100%
