Killing Pillager Captains doesn't increase bad omen level on MCPE

While killing pillager captains applies Bad Omen I fine, killing subsequent ones doesn't give Bad Omen II, III, etc. As far as I can tell, this makes it impossible to do anything beyond a level 1 raid without commands, which makes it much harder to obtain totems of undying.
