Smithing table not upgrading diamond tool to netherite

My family server was down for a few weeks and after upgrading to 1.19.72, the smithing table did not allow us to upgrade tools and armor to nerhterite. Just gives us a red "X". We had this issue with a previous dedicated server and we decided to just change worlds. For a while it worked, but we are having the issue again.
