command block wont fill

whenever i try to use a chain command block in my minecraft flat world to fill in a large area of redstone (from -22 -61 -21 to -47 -61 -42) it will not fill, i have tried the same thing with a pulse command block and it works just fine so i wasn't typing incorrectly.
