Wool in item frames from 1.5 and earlier incorrectly upgraded

Steps to reproduce:

1. Create a test world in 1.5.3, place an item frame, and put black wool in the frame.
2. Load the same world on 1.19.73
3. Notice the wool in the frame is now white instead of black

I've attached a zip containing two test worlds.

• `1.5.3-wool-test` contains a world created on 1.5.3
• `1.5.3-wool-test-upgraded` contains a copy of the world loaded in 1.19.70

NB: This may affect more recent versions, but 1.5 was what I had available to test.
