Can't plant bamboo, cactus, sugar cane and dead bush on suspicious sand

Can't plant bamboo, cactus, sugar cane and dead bush on suspicious sand. This breaks parity with Java (MC-260036) and doesn't match regular sand.

Steps to reproduce:

1. Place Suspicious Sand near the water.
2. Try to place bamboo, cactus, sugar cane, dead bush.

Observed results:
You can't place them on Suspicious Sand.

Expected results:
You can place them on Suspicious Sand.
