Despenser not interacting with empty bottles and bubble columns

When there are empty glass bottles in the dispenser, it will not fill the bottle up then throw it out. 

1. get a dispenser that has empty bottles inside it.
2. face a water source block with a bubble column. 
3. power the dispenser.
4. Empty bottle gets dispensed.
