Fill command ruined beyond repairs

I can give a full explanation on how this command got massacred
/fill (coordinates) (block) replace is broken

Example command: /fill ~-15 ~-15 ~-15 ~15 ~15 ~15 bedrock 3 hollow

Hollow and the 3 (id) is broken and won't run with the command
It used to within literally all versions before with /fill

I'm pretty sure I used fill in Java before too and it's not like this
