can't back on boat if boat leaving from water before it reach water surface

Steps to Reproduce:
 # drive a boat into water
 # push boat out of water before it floating to water surface
 # try back on boat

Observed Results:

player can't go on the boat. zombie can but it has bug that zombie repeat switch between ride and move

Expected Results:
player could get on boat
