Stars show up too early and appear black with RTX on

UPDATE: This was fixed for me in 1.20.0.20.

I think this issue started in 1.19.70. When it starts being nighttime, the stars show up, but way too early. I turned RTX off and they weren't showing yet.

They also appear black.

This doesn't happen in the 1.19.80.21 Preview.

Steps to Reproduce:

1. Do /time set 12500.
2. Observe the dark dots (stars) in the sky.
3. Turn RTX off and see how they don't appear yet.

Observed Results:
The stars are black and show way too early.

Expected Results:
The stars are white and show at the same time as with RTX off.
