/fill in newest release is not working

The /fill command is not working. It is now impossible to specify block information
/fill ~~~ ~~~ web 0 replace grass 1 just gives a syntax error. “Unexpected >>0<<“

I’ve figured out a bit, it looks like /fill ~~~~~~ wool [“color”:”red”] works but I really need to be using /fill with light blocks. None of the listed states seem to work including “level” and “block_light_level” these are the only things listed on the wiki, but I’ve been trying for a while and I don’t have the Patience for any more command blocks today.
