Gui scale not working

It is a Verizon tablet
As u see in the picture the gui scale says maximum and on the top of the screen it says gui scale -3 , -3 is small, in 0.15 and under it was at -4 could u guys make it so the gui scale gets a little bit bigger,

I am useing 0.16 beta 3 but i had to say beta build 1 in the bug thing
