Can’t make more than one netherite item

I am unable to make more than one netherite item.

After making turning my diamond pickax into a netherite one, I am unable to make any more. I know I am doing it right because when I do the exact same thing on another world, it works perfectly fine. I something on Reddit that this is a known issue that effects the game on a per world basis, but it’s a bug nonetheless. 
I have only had this happen once but it’s on my main world, that also happens to be running in a server. I don’t know if that world make this problem happen. Restarting the server does not solve this issue.

I have tested this on my iPhone, iPad, and Windows 11 PC. Both my mobile devices are using iOS 16
