Allay will not drop an item into a hopper when in a minecart

Expected behavior:  an allay will drop an item into a hopper located below the minecart when sitting in a minecart.

An allay will not drop an item into a hopper sitting below it when sitting in a minecart.  This feature is used to sort unstackable items.
