Camera position when crouching is incorrectly changed

Steps to Reproduce:

1. Enter a world without the short sneak experiment turned on;
2. Crouch and observe;
3. Enable the short sneak;
4. Crouch again.

Observed Results:
When the experiment is turned off, the camera lowers significantly. When the experiment is turned on, it matches the old crouch.

Expected Results:
The change to the camera position should ony be applied when the experiment is turned on, and kept the way it was before when it's turned off.

Notes: 1.19.70 also has the changed position even though the short sneak is not in the release and will likely release with it.
