Villager Trades will not Lock, when I try to lock the trade and relocate the villager they swap jobs and workstations

Every time I find a good trade, (after literally hours of cycling) Villagers swap jobs and apply the trade i make to another list of trades, this happens with the same job and other jobs after which the villagers are locked but in a different job, along with a different list of trades.
