Ender Dragon still spawns even with "Mob Spawning" disabled.

Issue : Ender Dragon still spawn in the end when the toggle "Mob Spawning" disable.
Expected Results : Ender Dragon should not spawn in the end when the toggle " Mob Spawning" disable.

Reproduce issues :
1.Create a flat world/world.
2.Make sure to disable the Mob Spawning toggle.
3.Make a portal go to the end.
4.As u can see the ender dragon still spawn after the toggle mob spawning disable.
