The rocket launcher’s fireworks don’t explode on impact of a player or block when shot

Step 1: craft a firework rocket that explodes and can hurt player or mob.

Step 2: load a crossbow with said firework rocket.

Step 3: shoot the rocket at the ground and see how long it takes to pop also notice that the firework hits the ground and slides on the ground/floor.

 

when I try shooting at a test mob with the rocket launcher the rocket goes through and hits the ground and doesn’t explode witching the next second.

 

what I expected to see was when the rocket hit the mob it would explode on impact but instead it went through the mob slid on the ground and then exploded about 2 seconds earlier.
