Changing Gamemode when Flying gives Flight Control Buttons in Survival

Steps To Reproduce

• Open a creative world with cheats enabled
• Fly
• Change to survival in settings or with the command /gamemode 0
• Notice that you will fall to the ground, but the flight control buttons will remain (but do nothing)
• Also the sneak button is missing
