Minecon 2016 skin pack doesn't load. It's unusable.

The Minecon 2016 skin pack refuses to load the included skins, this has been happening to me for about a month now. It's the only skin pack I own that doesn't load. No matter how long I wait the game attempts to load the skins indefinitely.
