/fill command error

Whenever I try to use the /fill command under Y=0 it gives an error message saying "Cannot place blocks outside of the world." However, whenever I am in Y=1 or above it works as usual. Summary: In Y level 0 or below the /fill command thinks I'm trying to place blocks in the void. (although the void was moved to -64)
