The texture of falling blocks (except for concrete powder) doesn't move when being moved horizontally in/over flowing water that is on water columns

May be hard to explain but when falling blocks (except for concrete powder of course) move horizontally over a water column, the texture doesn't move but the entity itself does. For example if I put flowing water over a water column, the sand "moves" and this bug occurs.
