Effect hud element blocks jump button on new joystick touch UI

The potion effect hud element blocks the jump button on the new joystick touch UI.

Attempting to tap on the jump button will result in opening the effect screen rather than jumping.

 

Steps to reproduce:

1. Select either Joystick or Joystick with Crosshair touch control scheme
2. Drink a potion or build & activate a beacon
3. Try to press the jump button

Expected Result:

       The effect UI and controls should not overlap

Actual Result:

       The effect UI and controls overlap
