Dressing Room options and Skins not switching on character

Character 1 fails to load on PS4 (I also play on Win10 as well and everything works fine there.
On the PS4 no matter what I try in the dressing room nothing previews or switches on my characters even if I create a new one.  Not even my two capes that do show as I own. The toon just moves like its looking at whatever body part I selected. The skins that show that i own also just spin they do not load either. And my Texture pack Chroma hills no longer is loading on the PS4 but it used to work fine.
